The Czech Senate has approved a comprehensive bill on weapons and ammunition, signaling significant changes to the country’s firearm regulations. With overwhelming support from 66 out of 75 senators present, the bill introduces measures aimed at enhancing public safety while preserving the rights of legal gun owners.

Key provisions of the bill include mandatory reporting of suspicious transactions by arms dealers, the ability of authorities to confiscate weapons in cases of security risks, and a reduction in the interval for medical check-ups of gun owners from ten to five years. Despite concerns raised during deliberations, the bill maintains the fundamental right to acquire, own, and carry weapons under legal conditions.

Interior Minister Vit Rakusan emphasized that the law’s implementation will be delayed until 2026 to accommodate the digitization of the central arms register and its integration with other police and medical records. However, certain provisions, prompted by a tragic shooting incident at Charles University Faculty of Arts, will be fast-tracked for inclusion in an amendment to existing legislation later this year.

One of the significant changes introduced by the law is the shift from voluntary to mandatory reporting of suspicious behavior by gun owners or buyers, extending beyond dealers to include shooting range owners. Additionally, the law grants public authorities the power to seize weapons if security risks, such as threats on social media, are identified. However, such measures will be subject to judicial review to prevent arbitrary use.

Furthermore, the bill streamlines the process for medical reviews of gun owners, allowing police to order reviews at any time and granting doctors access to the central gun registry for verification purposes. The introduction of electronic firearms licenses, replacing paper certificates, and the simplification of the firearms licensing structure are among other notable innovations.

Notably, the legislation introduces stricter regulations for the acquisition of flobert-type weapons, restricting their ownership to licensed firearm holders. Moreover, it abolishes local jurisdiction, enabling gun holders to handle administrative matters irrespective of their region of residence.

While the bill represents a significant overhaul of Czech gun laws, it strikes a delicate balance between enhancing public safety and respecting the rights of responsible gun owners. The Senate’s decisive action underscores the country’s commitment to addressing security concerns while upholding democratic principles.
