Visit of members of the Mandate and Immunity Committee of the Chamber of Deputies of the Parliament of the Czech Republic

Czech parliamentary representatives discussed with their Estonian colleagues the strengthening of cooperation and innovation. The Mandate and Immunities Committee of the Czech Parliament, chaired by Professor Helena Valkova, visited Estonia from 12 to 15 March 2024.

The trip was also attended by MEPs Pavel Staněk (ODS, Vice-Chair of the MIV), Tat’ána Malá (ANO, member of the MIV and Chair of the Subcommittee on Domestic and Sexual Violence) and Radek Vondráček (ANO, Chair of the Constitutional Law Committee).

The Czech parliamentary delegation led multifaceted discussions on legislative processes, the prison system and the digitalisation of the state during their visit.

Czech MPs met with their colleagues from the Estonian Riigikogu. The discussion focused on the differences in the implementation of parliamentary immunity, the possibility of punishment for offensive and rude statements on the floor of the Parliament and the possibility of adopting a non-binding code of ethics for MPs. The debate also turned to the implementation of distant voting with regard to the guarantee of the constitutional principles of universal, direct, equal and secret voting.

The visit to Tallinn Prison provided an insight into Estonia’s progressive approach to prisons, which puts emphasis on the rehabilitation and reintegration of prisoners.

The delegation also learned about Estonia’s e-voting system and gained insight into the secure voting mechanisms in Estonia, which has a rightful reputation as a world leader in digital governance and democratic innovation.

The visit of the Czech parliamentary delegation to Estonia deepened relations and stimulated discussions on legislative procedures, prison reform and digital governance.
